Description of Work *** CURRENT STATE GOVERNMENT EMPLOYEES ***The NC Wildlife Resources Commission Mission Statement is to conserve North Carolina's wildlife resources and their habitats and provide programs and opportunities that allow hunters, anglers, boaters and other outdoor enthusiasts to enjoy wildlife-associated recreation. The Commission is the regulatory agency responsible for the enforcement of N.C. fishing, hunting, trapping and boating laws. The NCWRC employs 700 full-time staff across the state, including wildlife and fisheries biologists and technicians, wildlife law enforcement officers, wildlife educators, communication specialists, customer service, information technology, and administrative professionals.
The NC Wildlife Resource Commission's Financial Services Section provides comprehensive financial support services for the Wildlife Resources Commission. As such, the Section performs fiscal and related systems management including accounts receivable, accounts payable, budgeting, internal control and data processing for the WRC and more than 1,000 wildlife service agents. The Financial Services Section is comprised of 11 positions divided into 6 work groups: Accounts Payable, Cash Management, Accounts Receivable, Budget and Planning, Systems Accounting, and Federal Funds Accounting.
The North Carolina Wildlife Resources Commission is seeking applicants for an Accounts Payable and Payroll Manager (Accounting Technician III). The primary purpose of this position is to supervise three Accounting Technicians and manage the Accounts Payable department.
The Accounts Payable and Payroll Manager will:
- Supervise Accounting Technicians (recruiting, training, coaching, performance appraisals, disciplinary actions etc.)
- Ensure accurate and timely processing of invoices for payment: rents, utilities, debt setoff, direct, matching, non-trade/refunds (PN's), DOT, GOGAS, ITS telephone and computer bill, Motor Fleet, Adobe, employee's travel and incidental reimbursements, worker's compensation, TPA fees, and advances.
- Update policies and procedures related to Accounts Payable (such as travel reimbursements rates, per diem, subsistence, etc.).
- Audit invoices and processes to ensure compliance with accounting policies and procedures.
- Work with Best Shared Services to assist employees with questions and issue resolution.
- Run Integrated HR-Payroll System reports (Wage Type Report, ZFIR -18 payroll Report, Deductions Reports, Employee Labor Report, Moving Expenses, etc.)
- Reconcile P-Card Transactions in BOA Works.
- Ensure 1099 issuance and reporting in accordance with the Internal Revenue Service.
The schedule associated with this position is Monday-Friday (8:00 am - 5:00 pm), 40 hours per week. This position also allows for a flexible/hybrid remote schedule. This position will be based out of our Wildlife Resources Commission Headquarters in Raleigh, NC (Wake County).
